The broadcasting watchdog wants to clear television and movie screens of the sight of people oking.

The State istration of Radio, Film and Television (SARFT), in a statement, cticized film and television producers for their indifference to non-okers.

"Inspection organs at all levels should pay more attention to the excessive use of oking scenes in movies and teleplays," the statement said, according to a report in the Beijing News on Fday.

However, since there are no national laws banning tobacco, "there is no legal basis for completely prohibiting oking scenes in teleplays and movies", the announcement said.

The statement was released on Wednesday dung a seminar on China's efforts to meet its obligations to the WHO Framework Convention on Tobacco Control.

Data suggests that nearly 63 percent of the domestically made television programs shown in 2004 and 2005 included oking scenes. Each program had an average of 30 such scenes.

In the three and a half years since China signed the WHO convention, both the production and sale of cigarettes have increased by 20 percent.

Fang Jiqian, a public-health professor at the Guangzhou-based Sun Yat-sen University, said: "Exposure to too many oking scenes will have an adverse impact on the audience, especially young people."
"The government should ban oking in more public places to protect non-okers," the quoted Fang as saying.

In late August, Xu Guihua, vice-president of the China Tobacco Control Association, said the authoties would ban tobacco promotions by January 2011.

Yang Jie, deputy head of State Tobacco Control Office, has called for national-level tobacco-control legislation.

The State Tobacco Monopoly istration estimates that China is home to more than 350 million okers, about 26 percent of the country's population and a third of the world's oking population.

Each year, about 1 million Chinese die of oking-related diseases.

禁煙鏡頭法律依據

　前，在中國疾控中心控煙辦公室和新探健康發展研究中心聯合舉辦的「減少煙草供應，需求和危害—加快《煙草控制框架公約》履約步伐研討會」上，國家廣電總局公佈了對影視劇嗜煙鏡頭氾濫的回應。

　在回應中，國家廣電總局一方面表示，實現「無煙影視」是該局的義務和責任，將明確要求各級製作和審查機構，盡量避免不必要的長時間煙鏡頭；另一方面也坦言，由於我國目前還沒有禁煙的相關法律，法規，因此完全禁止影視劇中出現煙鏡頭尚法律依據。

建議成立國家煙草監督管理局

　來自新探健康發展研究中心的數字表明，中國簽署《煙草控制框架公約》三年半以來，中國卷煙的生產量和銷售量都增長了近20%，而主管中國煙草生產的國家煙草專賣局和中國煙草總公司，局長與公司總經理相互兼任，亦政亦商。而且中國尚沒有建立全國的控煙立法，也沒有法規明確禁止層出不窮的間接煙草廣告。

　中國疾控中心控煙辦公室副主任楊傑認為，中國迫切需要建立全國的統一完整的控煙立法。應該明確辦公樓的餐廳，私人工作場所禁止煙。新探健康發展研究中心負責人陳春明則提出，應成立中國層面的控煙機構，盡快取消對低價卷煙的價格補貼。

　同時，方積乾，朱宗涵等近十位代表和政協委員稱，建議成立國家煙草監督管理局，履行控煙職責；將中國煙草總公司從現有的機構脫離；由國家發改委牽頭，制定未來5至10年的控制煙草規劃。
